That's YV: for others it would be WHAT decides it? Answer, as many of us have been repeating here, endlessly, and in Petrushka's words: the bleeding obvious.
For you, the issue is WHO decides, and that has been obvious too.

but I think the issue is BOTH , who and what
Should it just be that because someone says it's a disturbance ?
and/or Should it be a combination of this and measurement ?
and/or should the fact that someone has been there for a long time make a difference ?

Perhaps mere 'complaints' weren't enough. Gongers, it isn't a 'someone' deciding, it's all the people, musicians, church officials, congregation, against two individuals.
However much you may point out that 'some people' reported that the sound in the Abbey was not intrusive, balancing evidence would be people saying: 'We like hearing the buskers' amplified music during our church service: it livens things up for us.'
It isn't given us to know those rare moments when people are wide open and the lightest touch can wither or heal. A moment too late and we can never reach them any more in this world.

People in any society do many things that are not decided by anyone or any organisations. These things are known as social norms, conventions, or common sense and many other names. And learning these things is called growing up.
You are obviously dying to discuss these mundane matters at a higher academic level. I suggest you start a thread in Ideas & Theory before someone loses patience and this thread turns nasty. How about something like Acoustic Ecology and the Power of Religious Authority’ or ‘Origin of Common Sense in the 21st Century Bath’?

More accurately, some people reported that some other people reported that the sound in the Abbey was not intrusive - in other words, no-one has actually gone on record themselves to say they were not intruded upon as they attended Evensong.

As we read it, it is only a small minority - some say just two buskers - who have refused to abide by what was negotiated between all the parties.
So as things stand at present the answer to Mr GG's question WHO decides this? is two people who won't accept the solution everyone else has agreed to.
But, you will note, amsy, that this is not because it is about the Church but about the affect on the forum of a particular topic. No one has actually complained of it being here, but if it is people's wish that it be removed on the grounds that is a current affair (though perhaps it's not any more ) I will remove it to P&CA. I await instructions.
