i am at a loss to name a major nation state in the 20th century that did not proclaim itself the patron saint of liberty equality etc and also employs a state apparatus both open and clandestine in its operations to undermine the will to resist the dominant ideology of the state elites ... be it white supremacy, Anglicanism or Empire [Soviet or otherwise]
