I haven't seen any debate about this but I was in fact the recipient of a Justus Schlichting commission last year. Unlike Richard Thomas (whose musical tastes seem to tend towards "contemporary music lite", much as I enjoy some of Laurence Crane's work), Schlichting as far as I know leaves it to performers to suggest composers to him, and acts on their recommendations rather than on his own enthusiasms - I had no direct contact with him before meeting him after the premiere of the work in question. Of course this kind of thing is much more common in the USA than elsewhere, but I imagine it will become more widespread, with institutional budgets being squeezed everywhere. I also imagine it could lead to further homogenisation in the kind of music that's commissioned, and the promotion of composers whose views shall we say are more friendly to the corporate way of looking at the world.
