Unfortunately, the introductory headline is not very informative:

POWER PLAY
A powerful new series on BBC Four explores how 20th-century regimes and groups used music by to reinforce political ideas, says its presenter Suzy Klein.

Perhaps the producers hadn't decided whose music to include when the article was written.
