It's a slightly strangulated tone (often with a weak 'r') that I associate with a certain kind of rather scholarly young woman who has been educated at Newnham College, Cambridge.

          You can't mean Hilary Finch, surely

          To my ears, she always sounds ... as tho she .... has a really important .... point to make .... if only she could find her notes

            No the other one is another earnest sounding younger woman, called Sarah something, I think.

            I can't find a biography for Harriet Smith. "Where did she school?" (to echo Uncle Monty's enquiry of Withnail) - can anyone find out?

Car pronounced 'car' (with a definite 'r'), rather than 'ca', which is the usual pronunciation in RP/London/East Midlands/East Anglia and most of the north of England now. Harriet Smith reminds me a little of Pam Ayres, which is why I'd plump first for somewhere round Oxfordshire.

                      This discussion of HS's vowels reminds me slightly of the parody (by Bernard Shaw I think) of a critique of a passage in Shakespeare - 'To be or not to be', IIRC - in music-critic-speak 'he moves through the modulation to a restatement of the original idea' etc.

                      But broadcasters are cruelly exposed to our observation of their language. Just like any soloist.
