I would think it more likely that the posting of the schedule on the website is a central admin function, where its just in a queue of such work. The person who puts it up doesn't know Record Review from a TV repeat of "Top Gear". And also quite likely to be contracted out to one of the contract service companies - all in the cause of efficiency / competing in the market...( etc). .
