Yes, I would agree. Personally I find it difficult to choose between Heifetz, Milstein and Kreisler as to who is the greatest, so I kind of lump them together, as the pinacle of violin playing and great musicianship. Certainly Milstein had the most natural, relaxed and reliable technique which served his artistry to perfection. The same could be also said of the other two - and for me their interpretations are never quite equalled by anyone else, even if I would happily say that of course there are other great players around - both past and present.
A violinist I know who studied with Milstein extensively told me that he was so relaxed that could not bring himself to tense the bowarm (something you have to do) and so never performed up bow (or down bow) staccato, which was something Heifetz excelled in and did electrifyingly brilliantly.
P.S. I'm not really a house expert, just a failed player.
