Yes, and as a consequence I totally missed out on this, only being on the lookout for discussion and political programmes.

Short series and one-offs are vastly more expensive than regular, CD-based programmes with the same format, day in, day out. Radio 4 has 24 hours of airtime to fill, as does Radio 3. These were the costs for 2019/20:

A one-off or short series costs too much for R3. Hence, more of the same every day, most of the day. R4 doesn't fill its days with the same few programmes for years on end.
