It seems odd after so many years to see IBM pulling out of a line of research - but this does seem to be a welcome step.
It's hard to evaluate the impact of IBM on present day computing. In the past it certainly had some fairly state of the art research teams, though sometimes one wondered if new developments were deliberately held back in order to maximise profits. Here we see a line of research and development being abandoned ostensibly for social reasons.
This does not mean that software/hardware systems for some of these applications won't be developed and deployed, but just not by IBM.
