It's a bit like the FAQ: which are more intelligent, cats or dogs? Answer, for most human purposes, dogs. But cats have the intelligence they need for being cats (those wilful, semi-feral beasts that ravage our wildlife). Boris has the intelligence he needs for being Boris and achieving what he set out to achieve. But for most human purposes, in my view, he's thick - unless you think that an ability to get what you want out of life, with total disregard for others, is a measure of intelligence. I don't. And I think that now he's got what he wants his limitations are obvious. But that's just my opinion.
