I don't think it has to be political, judging by the quotes - that's just one meaning:

"The term propaganda has not the sinister meaning in Europe which it has acquired in America... In European business offices the word means advertising or boosting generally."

Disseminating information of a misleading nature would be possible, though I would agree that there should be a specific underlying purpose (e.g. a political or religious point of view), beyond simply the intention to mislead. I.e. Why the intention to mislead?

Reminds one slightly about the fuss over polar bear cubs a while back ... I think the BBC would say it enhances the experience for the audience to create an impression; the other point is that audiences don't then like to feel they've been tricked.

I am certainly no Latin scholar but, according the Oxford English Dictionary, the translation of Congregatio de Propaganda Fide is Congregation for Propagation of the Faith.
